A meeting was conducted at the secretariat by Public Department to formulate a scheme to encourage the migrants to become entrepreneurs by enabling them to set up a Micro / Small enterprise. At the same time, it was also seen that there is a similar Scheme promoted by the Directorate of Industries and Commerce, Government of Tamil Nadu by the name “NEEDS”. The objective of the NEEDS scheme is to provide educated youth with opportunities for entrepreneurship by providing capital and interest subsidy. As both have similar objective it is proposed that the scheme for migrants can be a subset of NEEDS scheme with certain relaxation for the Migrants. Moreover as per the MSME policy note as there is still fund availability under the NEEDS scheme it may be utilized for the sub-scheme or separate provision for atleast 500 entrepreneurs per year from the emigrants, may be targeted as per the decision of the Government.
In order to provide employment opportunities to Tamil Migrants who have returned back due to COVID Pandemic and lost their livelihood, a subset of the scheme “The New Entrepreneur Cum Enterprise Development Scheme” NEEDS will be provided as NEEDS-SIM (Special Initiative for Migrants), this will be part of the NEEDS scheme operated by Industries Department with Certain relaxation for migrants.
This will cater to a person who is a domicile of Tamil Nadu and who has worked abroad for a minimum period of two years with valid employment visa. The said person should have returned to India / Native on or after 01.01.2020. This relaxation will be operational for 3 years from 01.01.2021 till the financial year closing 31.03.2024.
